Job description
· Plan, manage, and control the Human Resource functions of the company, including employment, pay administration, employee benefits (including all health related insurances, 403(b) programs), training, recruitment and relocation, safety and security.

· Supervise HR staff.

· Meet with employees to discuss problems, questions, or concerns.

· Establish pay grades and perform job analysis.

· Act as advisor to Executive Management.

· Oversee Affirmative Action Plan.

· Develop and maintain the Employee Handbook and Lighthouse Policy and Procedure Manuals.

· Establish uniform performance appraisals.

· Create and implement employee relations programs to establish and maintain high morale.

· Continuously review legal requirements for employment, including EEO, Affirmative Action, JWOD, ADA, and ERISA. Maintain compliance reports, for the Department of Labor, National Industries for the Blind, Texas Work Quest, Texas Worksource Commission.

· Consult with outside organizations regarding Human Resource issues, including labor counsel, government agencies, insurance agencies, benefit plan managers, and training specialists.

· Oversee Safety Programs, including security and fire alarm systems, safety practices and procedures.

· Acts as a liaison in government regulated employee programs, such as EEO Officer, Safety Officer, Benefit Administrator, and OSHA liaison.

· Establish and maintain health and safety procedures and committees.

· Oversee review of job descriptions.

· Oversee Lighthouse events.

· Negotiates and comply with government contracts.

· Negotiates and maintain insurance plans and policies.

· Ensures Resource Management compliance with ISO standard.

· Network in community through involvement in various committees and organizations.

· Provide monthly reports of activities to Executive Management.

· Must be able to interact with Legal counsel and perform high level legal negotiations.

· Must be able to report to workstation without assistance.

· Must be able to lift 5-10 pounds.

· Must be able to conduct repetitive motions on a daily basis.

· Must be able to sit for long periods of time.
· Bachelors degree in Business Administration, Human Resources, or related field preferred.

· Ten years experience in Human Resources.

· Three years supervisory experience.

· Ability to handle highly confidential matters with integrity and tact.

· Effective written and verbal communication skills, including communicating with people with disabilities.

· Knowledge of Business Management and Business Law.

· Knowledge of all payroll and related functions.

· Ability to write, review and conduct site visits.

· Ability to act as fiduciary for all insurance policies.

· Ability to coordinates employee activities, and facilitate teams.

· General knowledge of various disabling eye conditions to include blidness.

· Good public speaking skills.
